Overview

RegCompiler is a local-execution (on-premise) software utility designed for law firms that require a formal, repeatable integrity check of Annex IV technical documentation before client delivery.

The system consolidates materials already authored and reviewed by counsel into a deterministic, traceable delivery pack, generated under firm-controlled conditions.

What It Does

Structural Schema Integrity Check

Prevents export when mandatory Annex IV structural sections are missing or technically empty, according to the firm's configured schema profile.

Evidence Presence Verification

Confirms that referenced evidence files exist and are included at the time of export. No evaluation of evidentiary quality or adequacy is performed.

Deliberate Neutrality (No Scoring / No Green Lights)

The system intentionally provides no ratings, scores, or risk indicators. It records only whether defined procedural checks were performed.

Deterministic Document Consolidation

Generates a non-modifiable client delivery package (ZIP) with embedded traceability artifacts, executable only after explicit Partner acknowledgment.

Delivery Manifest & Traceability Record

Emits a version manifest with checksums and timestamps, documenting exactly what was packaged and when.

What This Tool Does NOT Do

RegCompiler operates under a strict non-interference principle with legal judgment.

It does not:

  • Interpret the EU AI Act or related regulations
  • Classify risk (Articles 5, 6, or Annex III)
  • Assess legal sufficiency, readiness, or compliance
  • Generate or amend substantive content
  • Substitute Partner review, approval, or responsibility

This tool is not designed to automate legal judgment. Its sole function is to support formal integrity and controlled delivery.

  • Structural QA prior to Partner review
  • Controlled packaging following explicit Partner approval

Prohibited

  • Client-facing validation or assurance
  • Compliance claims or representations
  • Use as legal authority or substitute judgment

Security & Control

  • Local execution under firm control (Docker)
  • No telemetry
  • No outbound network calls
  • Firm-owned validation profiles
  • Export blocked without Partner acknowledgment
  • Persistent non-binding watermark on outputs

Renewal (€7,500 / year) (+ applicable VAT)

Conditional upon demonstrable reduction in Partner administrative overhead and absence of misuse or drift toward compliance tooling.

If the tool begins to be relied upon for legal or compliance determinations, it should be discontinued.
